Laid flat on a desk, the two sleeves this chapter keeps naming look like the same object. Both are clear, both are thinner than paper, both cost so little that people buy five hundred without reading the packet. What separates them is 2.7 millimetres of width, and it settles a question the shelf label never answers: which of the two is allowed to be the only thing between your card and the room it sits in.

The number they are both cut against
ONE CARD, TWO TOLERANCES
A standard trading card is two and a half by three and a half inches — 63.5 by 88.9 millimetres — and has been for long enough that a sleeve bought for a Pokémon card will take a Magic land and a basketball card printed before either existed. Every other measurement here is written against that one.
A penny sleeve is sold as 2⅝ by 3⅝ inches, which is 66.7 by 92.1 mm. A perfect fit is sold in millimetres, and the common size is 64 by 89. Those are packet figures, taken on the outside, before the film's own thickness takes a little of each back — but the shape of the answer survives the rounding. The penny sleeve leaves the card roughly a millimetre and a half down each long side and a little over three millimetres above its top edge. The perfect fit leaves a quarter of a millimetre a side, and at the top effectively none.
Read those names as sizes, not brands. Retailers list the penny sleeve as a soft sleeve and the perfect fit as an inner sleeve; KMC, who made the original, sells its own as Perfect Size. Four names, two tolerances.
The lower panel is the only place the two can be compared honestly. Measured from the same datum — the card's own edge — the penny sleeve's wall sits more than six times further out than the perfect fit's. A quarter of a millimetre is not a snug penny sleeve. It is a different category of object.
What the slack is actually for
ROOM TO ENTER, ROOM TO TRAVEL
Slack does two jobs and they pull against each other. The first is entry: a card has to get through the mouth without dragging its leading corners along the film, and 1.6 mm a side is what makes a penny sleeve loadable one-handed, at an angle, in a second. The second job is the unwanted one. That same 1.6 mm is room the card can travel in once it is inside, and a card that travels is a card being sanded very slowly at whichever two corners it lands on.
The perfect fit takes the opposite settlement. A quarter of a millimetre is not enough room to be careless with, which is why it loads slowly, one corner first, and why getting a card back out of one is a nuisance. That nuisance is the feature: once it is on, the card is not going anywhere relative to the film, and nothing can work its way down beside the card because there is no beside.
So it is not tight versus loose, or good versus better. The penny sleeve buys convenience with room; the perfect fit buys stillness with inconvenience. You want both, which is why the finished answer for a card worth the trouble is both.
A perfect fit is not a smaller penny sleeve. It is a lid — and a lid needs something under it.
Which one goes on alone
THE ANSWER DOES NOT CHANGE
A penny sleeve on its own is a complete answer. It is the cheapest object in the stack, it is meant to be handled, scuffed and thrown away, and replacing one costs nothing. A perfect fit on its own is not, for a reason that has nothing to do with the plastic: it is an inner layer, and inner layers are not built to be the surface things touch. Its mouth sits flush at the top edge with no lip to speak of, so sliding the card out works directly against the corners — and any grit that does get in is held hard against the face rather than floating in a gap.
Which makes the choosing short. Every ordinary situation this chapter covers, and what is on the card in each:

No row has the perfect fit on the card without the penny sleeve over it, and no ordinary row would make sense that way. Which gives the question in the title a slightly annoying answer: you are not choosing between them, you are choosing whether the second one is worth the extra step for this card.
The last row has an outside rule attached. PSA's submission instructions ask for a card in a single penny sleeve inside a semi-rigid card holder — not a toploader, and not double sleeved. If a card is going for grading, take the inner sleeve off first.
The two ways people get it backwards
BOTH ARE TEN-SECOND FIXES
The first is a perfect fit left alone in a binder. It looks immaculate — that is the trap, because it is the sleeve that disappears against the card — and it feels like the serious choice because it cost more. What it actually does is put your tightest layer straight against the pocket, then ask you to work the card in and out by pinching a sleeve with no spare width to pinch.
The second is trying to put a penny-sleeved card inside a perfect fit — a natural mistake, since the fancier item feels like it should go on last. The numbers rule it out before your hands do: a penny-sleeved card is 66.7 mm across, offered to a 64 mm mouth. What follows is a stopped card or a creased one. If a sleeve needs a shove, the order is wrong, which is the rule governing everything in the sleeving sequence.
Reading the packet instead of the brand
THREE THINGS WORTH CHECKING
Check the size words first. Standard is the 63.5 by 88.9 card. Small or Japanese-size sleeves are cut for a shorter card and will not take one; oversize sleeves exist for cards that really are bigger. A perfect fit that does not say standard, or does not print 64 by 89 on the box, is worth putting back.
Check how the perfect fit loads. Most open on the short edge and go on from the top; some open on the long edge and go on from the side. That matters for one reason: to get the two mouths at opposite ends, the inner sleeve has to open on the same edge as the outer one. A side-loading inner sleeve cannot be turned to do it.
Then buy in the ratio you will use. Penny sleeves are a consumable and you want more than you think, because retiring a tired one is the cheapest maintenance job in the hobby. Perfect fits are not — a sleeve nothing touches does not wear out — so buy those for the specific cards worth the extra three seconds, and stop there.
